I'm looking at the PHP tutorial, and they state something of storing your PHP files on a server either on the Internet or locally.

I know what that means, but is there a place that people in VPL uses that beginners can put their PHP files into and allow the advanced folks to critique us?

EDIT: Or is setting up a local server easy? If it is I might do that.

Okay, you can try something called Abyss Web Server (http://www.aprelium.com/).
You can then use this tutorial (http://abyssunderground.co.uk/installing-php.php)on installing PHP.

This can be setup locally or on another computer.

It'll probably be on this PIII600, I don't need a huge rig for PHP do I?

You don't need much to run PHP, a P3 should work fine.

Alright. Just I find it more convenient to use a laptop than my desktop. xD

My favorite webserver is Xampp (http://www.apachefriends.org/en/xampp.html) It has PHP and Mysql already added.

Xampp is much better...everything comes already set up...except I haven't figured out how to set up the Mercury mail to send externally:(
