I'm thinking 400 or so. What do you say?
Keep in mind I am coding some of the things on the site, and I'm making pets with my friends for free so that would take some money away.
So what did you start with?

For my first petsite, I saved up around $1500.
I did all the programming, so all that money went to artwork, advertising, and site maintenance fees.
$800 in advertising money got me 200,000 users - so I was definitely happy!
Good luck. :)

Holy Shiite Muslims batman! :O
I don't know how I could manage to get that much money, but I dont really like the idea of having to advertise and stuff. So I would probably only need like... 800 dollars or so. XP
I used $70 for hosting and a domain name. Done all programming-most of the art myself XD Been open 1-2months, bout to release a new version and have 90 members :P

A good PHP programmer will cost you quite a bit of money, especially if you are starting from scratch.

w3schools.com
tizag.com
both are good places to practice both PHP, CSS, HTML, SQL, and a few other, w3schools has a lot more though.

I'll be checking THOSE out.
And err, a good book is PHP and mySQL for dummies. That was the first programming book i ever read and it helped me alot! Especially with learning how to grab data from a database and manipulate it.

So... I need thousands of bucks X_X
My host gives me Free $100 bonus in advertising credits from Yahoo!
How many people do you think I could get to my site with this?
$400 is a pretty good amount to start up on, but what are your plans? What are you going to do with the $400? Buy a server, buy art, or what?

Buy art, buy scripts, and get a Dedicated server host [you start non-dedicated and move up later]

Good plan, but do you plan on learning to code yourself instead of having people code your site for you?
