I Need a programer to do:

-Main-
-Site Core (MySQL, core files, etc.)
-Login/Log Out/Sign Up
-Adopt/Delete Pet (With colour slectiongs)
-Invontory (With things for items such as feed pet, play with pet, etc)
-User Profiles
-User Prefs (Change Proflie, Siggy)
-Mail system
-Item List
-Forums (With Siggys, No Avi's, Mods and up delete , edit, sticky and lock posts)
-Random Events (Get an Item, Lose an item, Get points, lose points)
-Game (Random, Pick A Cup)

-Admin-
Add/Delete Pet
Add/Delete Item (slect what type of item it is)
Add Staff (Mod, User Admin, Artist, Super Admin)
Give User Points
Manual Add/Delete User
IP Ban MemberI Can't pay very much so a cheaper programer would be nice.

Kitto (http://kittokittokitto.yasashiisyndicate.org/) has ~70% of what you listed as required. That last 30% would cost you less than having all of it done, wouldn't it?

I'd have to vouch for Kitto as well. It's a stable and highly customisable base - I'm using it myself, so I should know.
