We are offering up to $200.00 USD via PayPal for the layout without credit to the web designer.

no offense, but you won't find good layout artists for only 35 dollars.

I believe you can find a good layout designer for that amount, but not to code it aswell. It is highly unlikely.

To clarify. We have someone to code the layout, but if the layout is to complicated we ask that the designer has a good knowledge to code the layout and we will throw in extra money.

You guys where a pain in the butt to do the current layout for. XD I dont think 35$ is a well enough paid job. Good luck finding a web designer though.

Unfortunately, professional designers charge a whole lot more than $35. You should think about upping your budget for this to at least $150.
