Need A Programmer and/or scripts PAID

Hey guys, Im looking for a programmer with knowledge of php to help me code my petsite. There will be pay available but only for someone who really can help me. At the moment I need help with:

1) Admin Control panel
a. with mass mail
b. give/take sorapoints (done)
c. upload items/pets/avatars/etc (drop down menu type thing) (done)
d. news posting to main page/news page (done)
e. ban member via ip/username (done)
f. check ip addresses
g. link to user management panel
1. trade history/account activity for users
- shows trades
- shows money income/outcome
- view forum posts
- view mail
2. user activity
3. give/take items
4. give/take pets
5. username rename (done)
6. notes about user
7.
h. forum permissions/configuration
i. user access level edit
j. admin notes
k. edit page content (optional)
l. language filter
1. apply's to forum posts, profiles, mail
m. # of game plays per day per game

2) Profile Pages
a. human avatar
b. contact options
1. msn
2. aim
3. email
4. 'Send Mail'
5. DA account
c. customizable description of self
d. online or offline
e. show active pet (big)
f. show inactive pets as thumbnails

3) mail system
a. send/recieve mail
b. inbox/outbox/saved box

4) item system/Inventory system
a. active database of item id #
b. shows what items you have
c. allows for clicking of items and a menu/window to open with options
d. can be used with pet, read to pet, equipped to pet etc.

5) hang out system
a. clubs and groups system
b. make and edit club
c. small message board/forums in each hang out
d. choose an image to represent club house

6) search system
a. search for:
1. items
2. users
3. pet names
4. games


Possibility of paid staff in future.

Qualifications:

Helps me fix the code I have and add more to it, but not rewriting it.
I have a very basic knowledge of php and so I need to understand whats going on.
Has experience coding php with petsites

$15 is quite a lot tho, and at this point all we need for the mail system is a save box and an outbox
