Citadel I hate to burst your bubble but you're not going to find anyone who will make you a flash MMO for $400. Have you spent any time researching flash MMOs and the software/resources required? Do you even know all the different expenses that are involved in an MMO? That's the best place to start. A flash server alone will cost you way more than $400 unless you're going to make one yourself.
An MMO is a huge amount of work and a huge expense with all the artwork, programming, animations, domains, flash software, servers and flash server software required. I use SmartFoxServer 2X (
http://smartfoxserver.com) for my MMO and a commercial license for unlimited users is about $4,500. SmartFoxServer is one of the less expensive flash servers, their cheapest license is about $500. Electroserver, the most popular flash server, charges $4,999 for unlimited users and their cheapest license is $999. SmartFoxServer does have a free version for 100 users but you have to plaster their logo all over everything and once you reach 100 users online no one else can login. Electroserver also has a free version for only 50 users and you also have to put their logo on everything.
An MMO engine would cut your costs and development time but those run anywhere from 1K per license to 20k per license. The only flash MMO engine I've ever found is Open-Space (
http://openspace-engine.com/) and it's $2,600 per license.
So let's say you do the bare minimum. You'll need servers to host your game which will run you anywhere from $100 - $400 a month which you'll have to pay for during development of the game not just when it's open, a flash server ($500 - $1k if you get a cheap one), programming expenses (will be well over $5,000 if you can even find anyone to do it for that cheap), art expenses (varies depending on your artist), animation expenses (anywhere from $3 - $15 a frame so for an 8 frame animation you're looking at $24-$120 per animation) and a domain name ($25).
