This article is saying yes, because always paying for car insurance keeps the cost from getting even higher. That's why I do it. But it might seem foolish because I live in a place with a lot of public transit and my car has been in the shop for many months in another state.
 
I would say that even if you are not driving a vehicle, if you own one, depending on where it is parked when you are not driving it, paying for insurance could be in your best interest.
 
As far as you own a car,you should have a coverage for it regardless of whether you are actively driving it or not. You can negotiate the terms to reduce the coverage for accidents to cover more for car safety.
