Annoyingly it doesn't look like the pre release is available in the UK. I hope they actually sell the cards here! That'll be a big miss-step if they don't.

It’s being released in the United States and Canada on June 26, 2024.

I reached out to a representative of UpperDeck on Reddit and asked them when it would be released in the UK. This was their response:

We have no additional insight at the moment on when the game will have a UK release! We know its a big demand and we will do everything we can to make it happen!

With this news, it's so clear that the Neopets franchise is really making a comeback. A trading card game set in the Battledome is indeed a great idea to me and I do hope it delivers as expected.

UpperDeck will be introducing a Neopets 25th Anniversary TCG expansion of the battledome trading card game. It will be released in November.
It will be focused around the 25th Anniversary celebration! The Booster Packs will include all new Neopets species, new colours (including silver, and baby!), new mechanics (map pieces, the lab ray, lab exclusive colours), and a new card type (locations) are all packed into this all foil expansion!

They will be also be releasing a gift pack set that includes booster packs, a play mat, a damage dial tracker, card sleeves, and exclusive dice!
