When your mind isn't at rest, sleeping is not going to be possible. It happens to me all the time.I forgot to add, that sometimes when I can't sleep is because failing to achieve something is at the top of my mind. I can ignore that thought and try to get to sleep, or I can get up and put in an extra 10 minutes to finish it and fall straight to sleep too.
Meditating works very well if you can do it. A lot of people struggle at it because they can't concentrate.When I have sleep difficulty, I start listening to vedic chants. If this does not work, I start breathing exercise, when I am still lying on bed. This trick has never failed me/
